HSN

Harmonized System of Nomenclature for goods

The HSN code full form is Harmonized System of Nomenclature, a numbering system for goods built by the World Customs Organization and used in India for customs duty and GST. Its partner for services is SAC, short for Services Accounting Code, and every SAC begins with 99.

Knowing the expansion is the easy part. What matters on a bill is the order in which the digits run, how many digits your turnover asks you to show, and why the code fixes the tax rate. This page covers all three in plain words, with examples a billing clerk can copy. For rates across all products, start with the GST rate list.

What is HSN code in GST and why every bill carries one

HSN works as a shared language for goods. A bag of cement, a gold coin or a phone gets a number that means the same thing at an Indian port as it does in any other country that follows the system. The World Customs Organization keeps the system up to date, and more than 200 countries and territories use it. So an importer, a customs officer and a GST officer can all read one code and know what the product is.

India used HSN for customs duty under the Customs Tariff Act, 1975 long before GST. When GST came in, the same codes became the base for tax rates. The rate notifications list goods by HSN, so the code you choose decides the rate you charge. A wrong code is not a harmless typing slip. It can put the wrong tax on every invoice you raise.

  • For the seller: the code ties each item in the billing master to its rate entry.
  • For the buyer: it shows whether the supplier charged the right rate before input tax credit is claimed.
  • For the department: the HSN summary in GSTR-1 shows what you sold, group by group.
  • For transport: the e-way bill asks for the HSN too, and it should match the invoice.

HSN code meaning, digit by digit

An HSN code reads from broad to narrow, like an address that starts with the state and ends with the house number. All member countries share the first 6 digits. India adds 2 more to make an 8 digit tariff item for its own use.

One cement code, opened up level by level
Example codeLengthLevelMeaning in plain words
252 digitsChapterSalt, earths, stone, lime and cement
25234 digitsHeadingAll hydraulic cements, clinker included
2523 296 digitsSub-headingPortland cement other than white, the grey kind used on most sites
2523 29 108 digitsTariff itemOrdinary Portland cement (OPC) alone

The chapters are grouped into 21 sections and numbered 1 to 97, from live animals in Chapter 1 to works of art and antiques in Chapter 97. Chapter 77 is kept empty for future use. India also has Chapter 98 for project imports and a few special cases.

Brand, grade and pack size rarely change the code. What the product is made of and what it does usually decide it. For some goods, packing or price per piece can change the rate even when the code stays the same. You can see the code rule on the cement code page, where 33, 43 and 53 grade OPC all share one tariff item. To browse other chapters, open the HSN code list.

SAC code full form and meaning for services

SAC stands for Services Accounting Code. The world HSN covers only goods, so India built a separate list for services under GST and placed it in Chapter 99. That is why every SAC starts with 99 and why an invoice column often reads "HSN/SAC": you fill in whichever one fits the line.

A full SAC has 6 digits written without spaces. The first 4 digits give the service heading, the fifth narrows it to a group, and the sixth points to the exact service.

Sample SAC codes and what they cover
SACService
9954Construction services, including works contracts
9983Professional, technical and business services
996331Restaurant and similar eating place services
997212Renting of non-residential property

Like HSN, the SAC links a service to its rate entry. Consultancy at 18% and restaurant food at 5% without credit are told apart only by their codes. The SAC code page lists the main service headings, and the SAC 9983 page covers professional fees in detail.

HSN code full form in invoice: digits you must print

How many digits your bill needs depends on the aggregate turnover of your business for the last financial year, counted across all your GST registrations on one PAN.

  • Turnover of Rs 5 crore or less: a 4 digit code is a must on B2B tax invoices, that is, bills raised on registered buyers. On bills to consumers it is optional.
  • Turnover above Rs 5 crore: a code of 6 digits or more is needed on all tax invoices, whether B2B or B2C.

SAC lines follow the same rule. Showing more digits than the minimum is never a problem, and many businesses keep the full 8 digit code in their item master so the right rate is picked every time. The HSN digits on invoices page explains the turnover test and GSTR-1 reporting in more detail.

Sample invoice line, sale within the state: Ordinary Portland cement, HSN 2523 29 10. Taxable value: Rs 50,000. Central tax at 9%: Rs 4,500. State tax at 9%: Rs 4,500. Amount for the line: Rs 59,000.

When the load goes to a buyer in another state, a single IGST charge at 18%, Rs 9,000 here, replaces the two halves.

To confirm a code before you save it in your billing master, the official search tool at services.gst.gov.in gives the description for any HSN or SAC.

HSN code kya hota hai: full form in Hindi

Many shopkeepers ask this in Hindi. The full form stays the same: Harmonized System of Nomenclature, written in Hindi as हार्मोनाइज्ड सिस्टम ऑफ नोमेनक्लेचर. In simple words, it is the identity number of a product. Just as a PIN code tells the post office where a letter must go, an HSN code tells the tax system what kind of goods are on the bill.

SAC in Hindi is सर्विसेज अकाउंटिंग कोड, the identity number for a service such as rent, repair or transport. A kirana shop that sells only goods will use HSN. A plumber who only charges labour will use SAC. A dealer who sells a pump and charges separately for fitting it may show both on one bill: HSN for the pump and SAC for the installation. If the fitting is part of one bundled supply with the pump, the tax usually follows the main item, so check the terms of the deal.

Mix-ups people make with HSN and SAC codes

Knowing the meaning of HSN does not stop the usual errors at the billing counter. These are the ones that come up most often when checking returns.

Frequent code errors and their fixes
MistakeWhat to do
Treating the HSN as the tax rateThe code only names the product; look up its rate in the notification entry for that code
Putting an HSN on a service lineUse a SAC starting with 99 for labour, rent, repair or freight
Copying an 8 digit code without reading the descriptionMatch the product to the tariff wording, not just the first digits
Old rate left in the item master after the reformRecheck every item against the current entry; ACs, for example, moved from 28% to 18%
Bill and e-way bill carry different codesKeep one code for the item across the bill, the e-way bill and GSTR-1

To see which rates moved on 22 September, read GST rate changes. To check a code you already use, try the HSN code checker, or search by product on the GST rate finder.

Treat what you read here as a plain explanation, not advice for your firm. Codes and rate entries can be amended by fresh notifications, so verify the latest position in the notification itself or through the GST portal, and for a specific case speak to a chartered accountant or a GST practitioner.

Frequently asked questions

What is the full form of HSN code?

HSN stands for Harmonized System of Nomenclature. It is a goods classification run by the World Customs Organization and used by India for customs duty and GST.

What is SAC code full form and how is it different from HSN?

SAC means Services Accounting Code. HSN classifies goods, while SAC classifies services under GST. Every SAC starts with 99 and has up to 6 digits.

What does HSN/SAC code mean on an invoice?

It is one column that holds either code. Goods lines carry an HSN, and service lines such as freight, labour or rent carry a SAC. A mixed bill can have both.

Does the HSN code itself tell me the GST rate?

No. The code only identifies the product. You find the rate by looking up that code in the rate notification, which is how cement under 2523 comes to 18% and gold under 7108 to 3%.

Is it compulsory to print the HSN code on every bill?

When your firm's aggregate turnover for the last financial year stayed at or below Rs 5 crore, 4 digits must appear on B2B tax invoices, and bills to consumers may leave the code out. Once that turnover goes past Rs 5 crore, every tax invoice needs a code of 6 digits or more.

Who decides the HSN codes used in India?

The first 6 digits come from the World Customs Organization and are shared worldwide. India adds the last 2 digits through the Customs Tariff Act, 1975, and GST rate notifications refer to these codes.
