PVC insulation tape for electrical work is a self adhesive plastic tape under 3919. Teflon thread seal tape used by plumbers is PTFE film; since it is plastic and often sold as tape, it is billed under 3919 by most dealers. Both are 18%.
Masking tape and other paper tapes
